

August 18, 2020, marked the 30th anniversary of the Ryan White Comprehensive AIDS Resources Emergency (CARE) Act. This landmark legislation created the largest Federal program focused exclusively on providing care and treatment services to people with HIV, called the Ryan White HIV/AIDS Program.
HRSA’s Ryan White HIV/AIDS Program has been vital to the public health response to HIV in the United States for the last three decades. The Program provides a comprehensive system of HIV primary medical care, medication, and essential support services to approximately 50 percent of people with diagnosed with HIV in the United States each year. As a result of these services, 89.4 percent of Ryan White HIV/AIDS Program clients receiving HIV medical care are virally suppressed. Today the Ryan White HIV/AIDS Program is a key part of the Ending the HIV Epidemic in the U.S. (EHE) initiative, which aims to reduce new HIV infections in the United States by 90 percent by 2030. As a subrecipient of HRSA, DC Health funds organizations in the eligible metropolitan area (EMA) — including the District of Columbia, suburban Maryland, Northern Virginia, and two counties in West Virginia — to provide care and treatment services.

About the Global Appraisal of Individual Needs Short Screener (GAIN-SS)
The purpose of using the GAIN-SS tool in general populations is to identify customers who would be flagged as having one or more behavioral health disorders and refer them for treatment. GAIN-SS screens out those without behavioral health disorders.
